Tatsumi was the strongest member of night raid against that big teigu (shikoutazer?) due to the heavy protection of incursio. so he was the best guy against that teigu. Since Akame's teigu would have been useless as she wouldn't even have been able to cut the emperor and i doubt if leone would've been successful against such huge opponent. so, if anyone else would have fought it, that surely would've costed more lives. Tatsumi actually saved other by dying.
